One likely scenario is the system imports some users from a third party source which happens to use 9 character ids. This restriction is probably just to prevent the possibility of conflicts.

The Duke Nukem Steam-WTF isn't a WTF at all. It just means the games are on 50% discount, but the full package which is a different item, isn't. Happen(s/ed) all the time in physical software stores too, where individual software items were on sale, but the collection of something isn't/wasn't.
At least steam is nice enough to show you that you can get thngs cheaper, if you want. So if you don't, well, stores must love you.

I guess it is time to get the altimeter recalibrated on that plane. My first thoughts on that flight were: Wow, that is most of the way to the moon (then I realized I goofed a decimal place, still that is really out there), and how do you get an air temperature that far from the Earth?

Fat, Sick and Nearly Dead was a book about the health complications of obesity. How the computer figured that you might be interested in that from a couple of cute children's books, I have no idea.

Still, that's not something you need to tell your users. Just add a special case to the code that checks to see if an ID is already in use: if it's 9 digits, it's reserved. Suggest adding a number to it, which conveniently makes it longer than 9 digits.

Sometimes a system requires both "local" users that are unique to the system and "imported" users from some larger system. When this is done there is a need to deal with the possibility of collisions between "local" usernames and "imported" usernames.

So I suspect the answer is that 9 character usernames can be imported from some other (internal) system and so aren't available for people registering on the website.

I did get several sponsored links trying to sell me "Table Removal" and "Drop Leaf Tables" at very reasonable prices, so it wasn't a total loss.

That's not quite how it works.

What they do is tax 75%, take 2 socks chop them up and hand everyone a piece of sock. The remaining sock goes to tax breaks for their lobbyist friends. Then when they realize that the criminal undocumented immigrants didn't get any socks because they don't have IDs, they force some Chinese guy to make material to make socks with, temporarily employ workers so they can say they created jobs, make the workers quality test the socks the Chinese made, and hand the socks to the banks, so the banks can give back loaner socks for the government to hand out to the criminal undocumented immigrants, who get whole socks, while Americans get only shredded pieces.
