    Those who were paying attention a few years ago will recall that MSIE is indistinguishable from Windows and the two cannot be separated, not even by court order. It isn't technically possible. Therefore, since MSIE only runs on Windows, of course you must have IE in order to install IE.

    Presumably this logic extends to versions as well. Windows 8 + MSIE 8 required for MSIE 8.

    Unfortunately it is better than the tooling from Microsoft for building Windows Installers. That is alot like programming for Windows 3.1.     Title of the message box sounds like a request. "Install internet explorer 8". The body of the message sound like a longer version (explanation) of the title. The only thing that is wrong here, is that the submitter thought that this is an ie8's installer, while it probably was ie9, ie10, some upgrade to ie8, or whatever application that requires ie8. Of course this is just a theory, as judging from the screenshot itself one can not tell what installer it was.
