As far as I can tell (by reading the Chinese characters and ignoring the squiggly Japanese ones) the installation requires a newer something, presumably indicating a failure.

The FedEx for the FedEx depot, someone just forgot the - sign on longitude to say west of Greenwich instead of east. A very easy mistake to make.

It says 'Updating to latest version.', so after clicking OK it should fetch whatever it is (an under driver?) automatically.

More than likely, an issue with the data, not the software. It'd probably be noticed a lot quicker if it were the latter.
