He's supposed to be getting kicks from looking at pictures of CAT-5 network cable (this is presented as the geek equivalent of looking at Playboy, of course). The twisted pairs thing is just an allusion to this. But really, it isn't very funny even once you get it.
That's not a complaint though - keep the MFD coming, I for one find it a very welcome waste of time!
