    the solution is deceptively obvious...

    change the number dialed for an "outside line" from 9 to ANYTHING else...

    so, lets say you change it to be "dial 1 for an outside line"

    calling the police is now either 911 (special rule) or 1911 (outside line, followed by 911). Dialing India is 111 instead of 911. etc

    Dialing 9911 won't get you the emergency services. So remember the new number.

    and the fax that it was trying to send? "Dear Sir stroke Madam, I am writing to inform you of a fire which has broken out at the premises of..."

    reminds me of a VERY old story, dating back to the days of Dial-up: "every time i try to use the internet, the cops show up at my house!" he had set his Dial-up modem to dial 911, "9 for an outside line..."

    That's how TCP works though - it keeps sending until it succeeds (or times out).
