No - despite the fact that it's called the 24-hour clock there is no such time as 24:00. A day goes up to 23:59 (plus as many subdivisions of a second you want to specify), then it ticks over into 00:00. Otherwise, you would need to be able to call one minute past midnight 24:01 (is this getting a bit recursive?)
