I wouldn't be surprised if that was some backdoor timebomb feature a job-worried designer put in and then forgot to remove as he faded from the project.

If the States table is supposed to actually store USPS two-letter postal codes--a reasonable guess--you need more rows.
The USPS defines 59 unique two-letter codes for "states", including codes for the District of Columbia (DC) and Palau.
They also define three codes for six military "states". The postal code "AE" maps to four different military "states": Armed Forces Africa, Armed Forces Canada, Armed Forces Europe, and Armed Forces Middle East.
So, if you're modeling real-world data, US postal codes aren't unique unless you can guarantee you'll never use a military address.

I came late to this party, when I stumbled on this while searching for a different database WTF. But those short names are clearly US Postal Service state codes. Any database professional in the USA should know there are 60, two-letter "state" codes, and that doesn't include the armed forces.

Now that it's 2013, I want to know what happened to Suzy T's system...

I once discovered a "Time" table in our system. It had two columns, "Hour" and "Minute", and it was populated with every hour from 0 to 23 and with every minute from 0 to 59, for each hour. It even got referenced a few times in the codebase. I tried figuring out what the hell it does, but the SQL was so mangled up I didn't want to spent too much time on it and figured it was best if I just left it alone. I still don't know what the original developer had in mind, though.
