    I don't know, it looks to me like the article is incomplete. I think there must be one or two phrases missing before "To make matters worse...".

    It just feels weird to have someone say "I will let [him] explain:" followed by "to make matters worse", which indicates that the explanation happened but didn't lay out all the WTFery involved.
