I am often surprised by the number of companies who don't run all their servers on UTC, who have servers around the world.

As a developer, I'll agree that tech writers represent the end user to the developers. Tech writers are also great at bug finding, especially "soft" bugs where everything works but it's all a bit clunky. If your tech writer can't understand it, it won't be documented well, and your end users definitely won't understand it. The writer has to be at least as competent as the intended audience.

A.M. = ante meridiem
P.M. = post meridiem
Noon = meridies
Technically noon should therefore be designated "12m," but this is too pedantic for most people to accept. Not to mention that it still leaves open the question of how to designate midnight. I wonder if people might agree to standardise on "12n" and "12m" for noon and midnight, respectively.
