If the routes are listed in a database, then it's only fair that data is written to a code file. I think it would work especially great if the language is PHP.

I am reminded of the days when software was carried around on big reals of half inch mag tape. A colleague was entering a country with the latest code for a particular system The customs official stopped him and said "is that a program or data on that tape?" My colleague wanted to know what difference it made. "If it's a program, it has a value and we have to charge an import duty. If it's data, we don't." (This was many years ago.)
"it's data", said my colleague, which was true - it was data to be fed into a Cobol compiler.
