So what happens when the integrity check fails an integrity check?

I think I sent this in for a WTF but I can't find it just now... I was filling out a web form and when it got to my state of residence (Oregon), I scrolled down to the O's and saw "Oregon (front)" and "Oregon (back)" (with two different ID numbers in the form element via View Source). My best guess (never confirmed) was that because Oregon is the only state with a separate front and back to our state flag, they had picked up a list of "states" by "flags". I think I finally settled on Oregon (front) as I live west of the Cascades which divides Oregon neatly in to two halves. WTF. :)
