However, there's nothing in that file but a jpg; no embedded executable code of any sort, no executable headers, nothing untoward. If at any point Dilberto does replace it with an exe, our browsers will either attempt (and fail) to render it as jpg (if he keeps the mime-type as jpg) or offer to download/save it (if the mime-type is octet-stream). Either way I don't think we're in much danger from it.
(Maybe if he replaced it by javascript and managed to find a way to break out of the cross-DOM protection or XSS the containing page, he could do something. I wouldn't notice either way - I whitelist sites one-by-one in noscript, so it wouldn't run by default for me anyway, even though I've allowed tdwtf.com. Also most browsers these days ought to reject mime-type=js in response to a GET of an img url= tag, I'm sure that's a late 90s vulnerability I'm remembering back to there...)
