Ah yes -- shuffle for randomization since, after all, more shuffles are guaranteed to increase randomization. Just like shuffling a deck of cards with eight perfect riffle shuffles instead of one (for those who happen not to know this result, eight perfect shuffles of a deck of 52 playing cards returns it to the original state).

In probability theory, a stochastic process, or sometimes random process, is the counterpart to a deterministic process.
The triple random also aims at being a deterministic process. I would imagine this is an attempt by the developer to game the system for future profits. Such attempts have been made throughout history of civilization.

I like the part where the first and last items of the shuffled array have reduced probability of being chosen, due to the rounding that occurs in the implicit conversion from double to integer in the last line.

This may actually be an attempt to decorrelate a (potentially) poor pseudo-random, number generator. The technique is called Bays_Durham shuffle, and of course it is implemented poorly, if not wrongly (don't know enough VB to judge that).
