    The average airplane you see flying around has avionics less advanced than a $150 wal-mart GPS. It is 50 times as expensive though.
    How many times can your Wal-Mart GPS get hit by lightning and still work?

    Not all the cost is bureaucracy. Some of it is in actual better parts. A lot is in testing. Most of the cost is related to what others have stated already: how much is the lawsuit if the Wal-Mart GPS fails vs. the one in the airplane?
