When viewing the page I count a total of 16 "Translation not availible" (or permutations) on my screen.

About that third picture...
Someone was probably trying to reference an object after it was disposed/finalized/whatever, and thus dead, and the developer of the object put in some exception throwing code to handle the already-disposed/... case. The program itself has a race condition with regard to that object, exposed there for whatever reason. It's not a code WTF, just something that should not be visible in the UI.

When you uninstall a program (say, Windows Desktop Search) on XP SP2 (possibly only if certain settings/regkeys are hit or if it register dlls -- I run Vista at home and only really see XP on my secondary test machine at work, which has IT dicking with the registry and so forth), it will warn you about all the programs you installed since installing Windows Desktop Search. The idea is that you can give it a quick glance and if something obviously depends on the thing you're installing, you should get rid of it first.
In this case, the guy installed a lot of software since installing Windows Desktop Search, then tried to uninstall it.

I don't know where you got this from, but I remember seeing it in real life when surfing the Gaydar website a couple weeks ago. Basically when the site was too heavily loaded, every bit of text said "Translation not available" instead of what it should really say. It didn't impact usability much because any reasonably heavy user would already have known what all the links and buttons were. You just click the "TNA" that's to the right of the default "TNA", that sort of thing.
After a few minutes the population of hungry queens went down (so to speak) and the site was fully up again with real English texts.
