I’m pretty sure Avast is saying that if you enter “Yes,” they will install the older version of the software you previously downloaded, but they strongly recommend that you download and install the latest version instead. If you enter “no,” they won’t install it.
What I’m wondering, though, is if you aren’t currently online, and can’t get the latest version right now, which is why they think you might want to install the earlier version, how do they know it’s not the latest version?

Which suggests to me that that little bit is the payload of the page. We'll take your criminal money, but not from folks in CZ, because we're in CZ and that gets us a little too close to police involvement.
