The United States consulate in Frankfort is officially American territory, so if you are there, that would explain that. As for your billing address being in South Africa, well lots of my math students have problems with negative signs too, which would move you from within German borders to another continent.
Addendum 2019-06-07 09:07: A little research indicates that 33N, 18E puts your in the middle of the Mediterranean Sea, well south and a little east of Germany. So much for that idea.

The billing address could be legitimate. A company with headquarters in Capetown and a remote site in Frankfurt might have the Capetown office paying for internet at all sites.
For the "United States" error, could it be Frankfurt, Michigan rather than Frankfurt am Main? That seems unlikely - I'm quite certain that Michigan is not in the Europe/Berlin time zone, nor is it in the EU. This one is definitely SNAFU'd.

As to VW's 1+7 != 8 ...
Most of these CAPTCHA things fail on time-out as well as on giving the wrong answer. I wonder if we're really seeing an instance of timeout with an inappropriate error message. As the site says, this is their fallback CAPTCHA feature, and testing of error modes of fallback features isn't always as thorough as it ought to be.

It's not like I've memorized De finibus bonorum et malorum (it's a book on ethics, and possibly the driest thing he ever wrote). This sentence I remember since I started thinking less than daily WTFs early on and then worried about having had a stroke, enough to read it a bunch of times

We can probably blame Gutenberg for this, at least partly, since he built a printing press set a line at a time. It's not unreasonable to think printers might not have reused the types immediately, instead storing line blocks together in some storeroom for a fast reprint, nor is it unreasonable to think someone once went there, blindly grabbed a bunch of lines, possibly to see how much text they could fit in below an illustration, starting the whole Lorem ipsum by mistake.

That "EULA" appears to be the GPL. Perhaps they included GPL components and hence were forced to offer their users the GPL rights, too. In that case, it's no wonder they don't want their users to read the license - among others, their users might accidentally read it and get to know they have the right to get the source code.
