Well, if you have a window called "This PC" open, and for some reason Foxit needs to update something held by that window's owning application, you'll see that. The application in question is probably Explorer, of course. And it's really hard to propose an alternative to the behaviour shown in the screenshot. If you show "Explorer" instead, people won't be able to find it because there isn't a window open called "Explorer"...
Of course, there's no way to easily unload COM type DLLs from the application that has opened them - it could easily be a shell-extension DLL or some such - and that means you have to log out to install the software, or wait for the COM subsystem to get bored and unload the DLL once there are no extant objects derived from the DLL. And that in turn requires Explorer to get bored and release all its references on all shell-extension objects.
The whole thing is a serious WTF, of course, but the WTF is not that "This PC" appears as an item in that list.

"This PC" is what Windows 10 calls the view that used to be called "Computer" in Windows 7. Which is basically where you go if you want to see how much free space your various drivers have.

Once you get used to it, I find it easy enough to close opened handles in process explorer (open>ctrl+f>search for handle>rightclick>select close handle)

I'm probably about 97% certain that if you download adobe with the right pre-installed crack (see software piracy), you will see that window. Still you shouldn't need to worry about it for another 89 years or so.

If that's all you do with explorer, you might wanna switch to a tablet, instead of owning a powerfull PC where you use 1% of it's capabilities.

Explorer has other uses, but "This PC" is a particular container that seems perfunctory, but delivers more useful information than the containers above and below it in the hierarchy. It's one of the better kept secrets of day-to-day PC operation.
