    That's just a spelling error. It's a "Diagnostic Towel" not "Diagnostic Tool" It can tell you if the system is wet, dry, or on fire.

    I think the WTF in the Eclipse one was just that an internal error happened while trying to show an internal error, although really that's not too surprising - once an internal error happens, the application is not in a happy state and bad things can be expected.

    TRWTF is that in a dialog saying "bad things happened, you should really exit now, if you don't even worse things may happen and we may also just exit on you randomly anyway", the question "do you want to exit?" appears to have a default of "No" (although it's possible the user changed the selection before taking the screenshot).

    In all honesty, TRWTF is the person even trying to use the steaming pile of horse excrement that is Eclipse. Apart from that, wtf is that it threw an error while trying to show an error. But, that is pretty much Eclipse's normal mode of operation.
