Why would that even be on your bucket list?
Well duh, that's exactly what I was expecting to see you say. It's a core maxim of development for mobile tracking systems, that you assume that you can get losses of connectivity at the whim of the the Gods, even if you're standing across the street from the nearest operating antenna. Case in point: back in the day, I lived in a small village on the River Thames between Oxford and Reading. It was a fairly affluent place, and definitely not any sort of slum / shantytown, but nonetheless, if I went into the centre of the village, less than a mile from the nearest base station and antenna for my provider, and stood in the small car park, I had no mobile signal at all.

"Almost" is not surprising at all. It's a company doing business for the government, probably has contacts with some corrupt politicians. It wouldn't surprise me if the overtime pay was planned to go into that same politician's pockets somehow, the plan failed and the company was bailed out as a favor.

In the emergency services, C&D stands for Call and Dispatch. The people, tools, and processes to receive calls from the public and their forces about problems out in the world and then to select and dispatch the appropriate response assets. In US parlance and loosely speaking it's the "911 system"
