For me step one in refactoring this would be extracting the test expression as a variable and give it a good name. Next step would be to extract it as a method just so I don't need to look at it anymore.
Then refactor until you probably have a few small lines left.

I mean, the real irony is that I'd have to be very careful writing it up, and rely only on public sources and no inside knowledge of the project, because there are lots of things I can't discuss publicly.

Propulsion systems are fiendishly hard. I do not understand them, but I am quite happy working on the things that can't go kablooie (or, in this case, it sounds like "pssssssssshhhhhhhh", not that sound travels in space).
