Your HTML example is exactly 1 character longer than your BBCode example.
BBCode only exists because people writing PHP web forum packages couldn't figure out how to properly sanitize HTML markup in user-submitted posts.

So what the hell is Discourse's reason? No PHP present and it mangles it good and proper - worse than any of the PHP forum software, and I've seen a fair few of them.
For that matter, WordPress uses bbcode. It calls it shortcode, but it's the same basic thing - something that is a form of metamarkup that is utterly safe when rendered without parsing because it cannot be dangerous because it's not HTML.
Consider the case of the quote bbc. This is a great example of how bbcode is a good thing, because there's no HTML markup that would convey the same semantic meaning as the quote bbc.
Oh, and bbcode was introduced in 1998 with Ultimate Bulletin Board which was built in Perl. You want to level the incompetence stick around, you need to wave it under the Perlmongers' noses too.
