Security hardware is supposed to be tamper resistient. And at the very least tamper detecting.

Note the emphasis on "supposed".

RSA SecurID is "tamper-evident." Meaning, no one could surreptitiously do it.

The SecurID 700 is also tamper evident, meaning that if someone opened the token for nefarious purposes, it would be evident to the user of the device

Could still do it, but it would be obvious it's been hacked apart.
