Security hardware is supposed to be tamper resistient. And at the very least tamper detecting.
Note the emphasis on "supposed".

RSA SecurID is "tamper-evident." Meaning, no one could surreptitiously do it.
Could still do it, but it would be obvious it's been hacked apart.
