That last one is an automatically-generated locale that Microsoft use to test exactly the right strings are marked as needing translation (I.e. all UI strings but not things like XML tags). It should not be exposed to the public though. ISTR Raymond Chen blogged about it once but I can't look it up at the moment.
Admin
It's called pseudolocalization

Looks like the website in the first one has fallen victim to the SEXYify script.

Telstra is TRWTF, now and forevermore. Because someone has to make the likes of BT and Verizon look good…

The last one looks like it was written by an 11 year old girl.

Dear Customer,

The Excel Security notice is an advanced security mechanism intended to protect users from unintentionally bypassing security mechanisms. In order to open the possibly-insecure file you must press the following buttons in order: Retry, Try Again, Retry, Retry, Ignore, Ok, Retry, OK. (or was it Retry, Try Again, Retry, Retry, Ignore, OK, Retry, Okay; I can never remember for sure). Failure to reproduce the sequence aborts all attempts to open the file and deletes it from your hard drive for you.

maybe if trevor had a higher score for troubleshooting/optimization he would be able to solve the issue himself

Raymond's mention of pseudolocalization is (currently) at this address: https://blogs.msdn.microsoft.com/oldnewthing/20120726-00/?p=7043/ And it links to a post from 2006: https://blogs.msdn.microsoft.com/shawnste/2006/06/27/pseudo-locales-in-windows-vista-beta-2/ Doesn't seem to have an interesting origins story, other than the several tales of bugs uncovered along the way.
Off topic: ^ oh god my comments page just took 20 times longer to load.

Just for a datapoint, this post worked fine in Firefox and Chrome on a Mac, and Chrome on a Windows PC, but Edge and IE on the same PC both got knackered by the funny characters in BLAKEYRAT's post (I'm not gonna quote it...)
Admin
No. It's an online exam about MSSQL, plagued by its own Access-access code.
Admin
Dear Leaky Brat,
Your edge is inferior.

And people wonder why sites implement Unicode codepoint filtering. I know of several sites that limit the supported Unicode to just the ASCII 32-96 equivalent codepoints. Everyone complains how "Unicode is not supported" but it is. Just they got so fed up with the crap that the whitelist is set to the ASCII equivalents.

With the way Telstra's been going in the last few months, I imagine they took the status page down because it was less embarrassing than saying an employee took them down from the inside. Again.
Admin
Let's assume the first entry is due to Rule of Funny.
(My first thought was, just another case of lack of understanding statistics.)

Wasn't it down down up up left right left right b a b a start?

Oh you mean the Konami code? ↑ ↑ ↓ ↓ ← → ← → B A

"Just for a datapoint, this post worked fine in Firefox and Chrome on a Mac, and Chrome" - one could argue that that might not really be a good thing...
Admin
So obvious that that Excel one is just someones crappy macro.
Admin
Why?
P.S. Worked loads just fine in Chrome Version 51.0.2704.63 m on Windows 7 Professional Version 6.1 (Build 7601:Service Pack 1)

Like the fifth time this year?

Same... Edge on mobile crashed; Edge on PC was frozen completely, had to use task manager to kill process; IE11 ground to a halt for several minutes, and didn't even display the Japanese characters correctly; and Firefox slowed down scrolling for about two seconds, then was fine. sigh
Admin
It's funny, the title of this page is completely fitting for Blakeyrat's post, and just needs a little tweaking: "Too ASCII for My Comments Portal."
Admin
kills the Zalgo without hurting the stupid Korean hieroglyphics.
kills the Zalgo and attempts to map every character to the closest ASCII representative, which apparently is 'Z' for all of them.
fingers crossed on the formatting in this post not being completely wrong
Admin
forgot to mention, you have to highlight the weird text -- the bookmarklet only does what's highlighted. Although it doesn't seem to work if you just select all. Whatever.
