    They probably did, then later discovered the battery in the digital camera was flat.

    I'm not sure how WTF this is. I can easily imagine the agency has a process where a .jpg of each offender must reside in a certain place, and if the file is missing it screws the whole system up. So standard operating procedure would be for them to take a photo of the sign, if the perp wasn't available.

    My bet is that there once was a photo, but it was taken down for some reason. Perhaps they didn't have the ability to simply remove the photo, so they replaced it instead.

    I used to work there recently. I've seen signs like that a few times, but customers aren't supposed to. When there was a not-very-special special like that one, my manager would just write over it in permanent marker so you couldn't see the previous price or "savings"

    Looks like they did. Some random clicking shows another printed "No photo Available", which doesn't look like the first.

    Reminds me of one time, a few years ago, I was selling my apartment. I measured the rooms and made a layout diagram, and sent it to the real estate agency as a picture file, so that they could just add it directly to their website.

    They did display the picture in their ad for the apartment. It was a scan of a printout of the e-mail to which I'd attached the file.

    Usually photos like that would be sent from each county/jail/probation office..., not from one office at the state capitol or such.

    This whole discussion has reminded me of a typical Goon Show (1950s BBC Radio comedy) running joke where a picture of an item substituted for the item itself.

    It's called 'subject transference', a favourite technique of Spike Milligan, the writer.

    Compare it with the famous 'What time is it Eccles?' scene available as an 'ogg' file on the Wikipedia page linked to above.

    the .exe seems to read in a file from \docweb2\Pics\pics.txt and output a bunch of pics to \docweb2\Pics\

    or maybe the other way around :) I didn't look to closely, but the above are referenced in the program. It's vb if anyone cares and I have an 'decompiled' version here.. in that it's 'decompiled' from native :)

    Actually the answers are opposites, and don't contradict themselves at all. Even better, the "hint" tells you the correct answer.

    actually in such a way it loses the point. originally it was the picture of "no picture available", so "no comment available" should be commented, i.e. just 'texted' here... sincerely yours, the fun killer.
