Shocking as it is, I believe it's a legal requirement for local authorities in the UK (this error originates from Exeter City Council by the looks of it (useless website, fantastic people if you track them down in person)) to have this sort of feedback system on every single one of their services. For example, if you go to see them in person about a problem, next to the door on the way out is a touch screen featuring the same three faces, asking for feedback. Local authorities are then required to publish the feedback they've received, and how they're listening to the comments (hence the "your comments answered" link).
And for the original poster of that error, go see them in person on Paris Street if you can. The staff are generally helpful (with a few exceptions...)

Actually to clear that error from steam, right click the game in the Library, go to Properties and then click on the Local Files tab. Then click Verify Game Cache. Once that completes, you should be able to play the game. Got this one myself and found the solution on the steam forums
