The PiPi: German "pipi" means pee, both in "pipi müssen" for having to pee, "pipi machen" or "pipi gehen" to go peeing, or "das Pipi" (also: "die Pipi") as a noun for pee.

The "joke" is the Chinese as a native language UI uses the term "PiPi". That's (misspelled) US slang for urine/urinating. Hence the intro sentence about toilets & TP.
A petty juvenile effort, unworthy of WTF. But apparently enough to fool the exceedingly literal amongst the audience.

I remember my niece and nephew sniggering when I told them I'd been to ko phi phi while visiting Thailand. And they were in their early 20s!

Not sure why you would say that (many millions of Steam users prove you wrong), but here are some figures for reference:
0.7% downtime over a year is an impressive 2 1/2 days 0.1% downtime ("three nines availability") over a year is ~8:46 hours 0.01% downtime ("four nines availability") over a year is ~0:53 minutes
