The restaurant thing is quite common. I’ve seen it used two different ways - firstly, as a way to tip directly to the restaurant (perhaps where they are using or have migrated from a legacy online ordering system that doesn’t have a “tip” feature).
Secondly, and often more fun, some restaurants allow you to order “off menu” - but they still want to take the payment through the online system (perhaps that way, the Uber Eats courier will still deliver it, rather than the restaurant having to find their own delivery staff… or perhaps they just don’t have a portable card machine they can take to the customer). One calls the restaurant, agrees on a price for the dish requested, and can then make payment using any combination of dollar amounts rather than having to find a similarly-priced standard menu item.

Soooooo, crowdpleaser uses that "standard" non-standard CC widget that narrows down to the card type you have as you enter the number. (Which is neat if you've never bothered to think about CC number assignment.) I know what you think TRWTF is, but it's not.
