    In that case I would expect it to state that no progams are installed which match my search query, not no programs at all.

    Not so. If you search for a program and there are no results the text shown is "No items match your search"

    More likely an error occurred in the registry.

    I fail to see the WTF in the second one - Sydeny is 10 hrs ahead of London (at least a few days every year due to overlapping DST), so 23:47 London time is 33:47 hrs aussie time. Hey, it's Australia, man! They will have their reasons.

    I call Not A WTF on the last one. The guy obviously read his messages, then travelled backwards in time to before the last message was received, so he has one more message read than messages that arrived. What would you do differently if you were the app developer, uh? uh? Putting -1 is the expected behavior in that case.

    Tomorrow, we will se why the number of notifications should in some cases be the square root of minus one.

But if an evil person was really incompetent, wouldn't that just make him irrelevant? For instance, everyone can agree that Hitler was an amazing orator, and great at getting people to do what he wanted... even when what he wanted them to do was mind-bogglingly dumb, like invade Russia in winter. ;)
